Abstract: This study investigated whether correctly answering an item is a significant factor in predicting judge behavior. Judges first answered and then provided Angoff judgments for a set of 45 items. Judgments were significantly lower for items that judges answered incorrectly, suggesting that content knowledge has important implications for standard-setting outcomes.
